PLANS INSPECTED AND REPORTED June 2009
w/c 9th May 2009:
09/00341/F Norwich Community Hospital.
48 bed ward.
The application had been withdrawn but has now been reintroduced.
09/00279/VC 33,St Augustine's Street.
Demolition of derelict buildings and retention
of building on street
Elevation.
Proposal was accepted as it retained the existing street building. It was encouraging that this is being refurbished. The meaning of “contractual arrangement” was queried.
09/00636/F House in Osborne Road.
Infill extension on front elevation.
Jane Pratt brought the committee’s attention to this application. It was agreed that the extension broke up the symmetry of the row of semidetached houses in the adjacent area.
09/00296/F 70 – 72 Sussex Street.
Demolition of factory corner Sussex St and Oak St.
Comments had been made to a previous scheme on this site. This new application shows a much more sympathetic treatment to this very important site.
It was now a good, well thought out proposal and was much improved.
09/00354/0 Tempus Works Ladysmith Road.
Semi detached houses on site of small factory.
The existing building seems quite recent. It was a shame that this was being demolished as it was an attractive and well maintained building offering some variety in the street scene.
09/00344/BA St Helens Wharf and Barrack St
Pedestrian bridge over River Wensum It was not established what the new application referred to.
09/00333/F 1, Albermarle Road.
Extension to Stretton School.
This was acceptable but very uninteresting. Concern was expressed about the overlooking on to the adjacent rear garden.
09/00356/F 6, Harford Manor Close
Side and rear extension.
Acceptable.
w/c 16th June 2009.
09/00374/F 119, Plumstead Rd.
Demolition of existing building and erection of 5 houses.
This has been seen before and it was felt that it was overdevelopment of the site. It would produce further traffic on what is a very busy road.
It was felt that 3 or 4 houses could be fitted into the street frontage without the need for back development which should not be encouraged.
However the development did mean the demolition of an ugly building and the reinforcing of the existing street pattern of housing.
09/00337/L 3, Magdalen St
Small alteration and change of use.
This involves work to a listed building. It has a large street frontage.
Work involved the installation of a vent duct on the rear elevation which was clumsy and badly located particularly in a conservation area.
09/00265/F 20, Albermarle Rd
Single storey extension.
The house has already had extensions. The new extension made an improvement with a more appropriate window type.
w/c 23rd June 2009
09/00360/A Togo’s White Lion St.
New illuminated signage.
New Ladbrokes standard logo. Somewhat out of scale with the building on which it is located.
09/00363/A Cycle Republic Castle St.
New illuminated signage.
New Halfords logo was gaudy and not sympathetic in the Castle St streetscape.
09/00388/F 34, Mousehold Lane.
First floor side extension.
09/00389/L 34, The Close.
Dismantling dangerous chimney and replacing.
Good solution to a difficult problem using a sympathetic approach. Good choice of brick.
09/00393/F 56, Waterloo Rd.
Removal of shop front and replacement infill.
It is a shame to lose this focal point for a street corner. Is it possible to retain something of the “shop feel” to the corner?
09/00406/F 126 – 140 King St.
Demolition of industrial building and erection of
22 new flats.
This is a resubmission of a scheme which received permission 18 months ago.
The committee felt that the 5 storey development on the corner of King St and Music House Lane was too high. This should be 4 storeys at this point.
w/c 30th June 2009.
09/00415/CF3. Former South Harford Middle School.
Pupil referral unit, and external spaces.
This has been seen before. The extension improves the existing buildings. It was felt that it was very unfortunate that 4 other units were being closed and that this proposal only caters for 50 pupils.
09/00285/A 6, Exchange St.
Retrospective application for illuminated signage.
No comments except that the information could not be read on the drawings as they were too small.
09/00335/F 42 – 44, St Benedict's St.
3 storey building at rear of shop.
Proposed flats would be overlooked from accommodation above cash converters shop. Generally the site seems inappropriate for residential development. The area could be explored to produce a much better solution using the historic yards area to better effect.
09/00338/F Flat 22 Pottergate.
Window replacement.
Acceptable.
09/00401/F 13 – 21 Stafford St.
Demolition of buildings and erection of 5 houses.
Previous scheme had 6 houses this has 5. The committee felt it was a pity to see the demolition of the existing property as the replacement was very ordinary. This did nothing to improve the existing streetscape.
The new buildings did not turn the corner at all well. Parking provision seemed to be poor.
09/00411/U Denmark Opening, off Sprowston Rd.
Change of use.
No comment except to check traffic generation.
09/00387/L 37, Victoria St.
Refurbishment of listed building.
Previously withdrawn. Acceptable. Can it be checked that the windows will be sashes?
09/00417/F 18, Lady Betty Rd.
New tiled roof to flat roof extension.
This is a sensitive improvement.
